Ibrahim Idris inherited a Ministry of Works that had no facilities to prosecute or execute projects. All the Departments of the Ministry were not functional and the professionals just went to offices to treat files without the exposure to field work experience. Alh. Ibrahim Idris in his determination to provide social services to the people of the State repositioned the Ministry of Works to enable it render services to the people of the State in the following areas:-

Housing:
Since the creation of Kogi State in 1991, not much had been done in this sector, the consequence of which was that a majority of the workforce slept in offices and houses that lacked basic facilities like toilets, electricity and water. The immediate past administration attempted to address this problem without success because most of the buildings embarked upon were not completed and jobs done on them by contractors were not paid for.

Ganaja Road Housing Estate Lokoja

His Excellency, Alh Ibrahim Idris saw the need to aggressively prosecute the housing programme with a view to providing succor to Civil Servants and other categories of workers. It is to be noted that the Kogi Loans and Savings Limited which would have provided the platform for provision of houses to indigenes of the State had been ruined as a result of maladministration and lack of supervision by the immediate past administration.

The State Government is taking steps to recapitalize the Kogi Savings and Loans Limited with N60million and also enter into arrangement with depositors. Notwithstanding all these odds, His Excellency embarked on an aggressive housing policy for the benefit of members of the workforce in particular and the people of the State in general.

The two hundred and fifty (250) housing units of 1, 2 and 3 bedrooms embarked upon along Lokoja-Kabba Road referred to as Otokiti village Housing Estate have been completed and allocated to Civil Servants on owner occupier bases . All the infrastructure have also been provided.

The State Government is also embarking on the construction of another Two hundred and fifty (250) Units of three, two and One-bedroom flats along Ganaja Road in addition to those of Otokiti village Estate. Work at this estate is nearing completion. On completion, the flats will be allocated to Civil Servants on owner occupier basis.

The immediate past administration sold the Legislators Quarters to the last set of the members of Kogi State House of Assembly without making provision for members that will be elected thereafter. The present administration immediately embarked on the construction of thirty (30) Units of Duplexes for all the members of the Assembly and Judges of the High Court. The Quarters for the Legislators and Judges have since been completed and infractural facilities are being provided. The houses will be allocated to Legislators and Judges in kind.
